The Authority was created in the year 1985 as a public-benefit corporation. The Authority comprises of a seven board of directors who oversee the overall operations. On the other hand, the New York Water Board is responsible for setting the water and sewer rates in New York City. The rates are set to cater for the cost of operations as well as financing the water and sewer systems. In addition, the board collects payments from customers for water and sewer services provided by the utility systems of New York City.
